We want to hear from you. Issues are important. Neighbors Working Together, looking for volunteers interested in taking pictures throughout the neighborhood of historic homes and buildings and some people to share their finance and other talents with us. Need neighbors willing to hand out information to their neighbors.

Tapley and St. James Avenue improvements to include a rotary.


Check your Speed last month was very successful (about 10 people showed up to help)


Plaza Management has been very receptive – most of the potholes have been filled in. Dumping is becoming an issue, but management has been very responsive


Neighborhood Pop ups and Meet and Greets Interested in hosting in your driveway or front lawn? About 7 neighbors have responded so far!


Handbooks in both English and Spanish will be available. Contact us.


Marijuana Special Permit for 299 Page Cultivate. Special Permit pending. Awaiting city council action. Determination may happen at the next city council meeting.


Special Permit for 90 Carando Drive - Sonetta Coventing 1 225 2669186 Medical Office, clinic, no overnight. Has already been to city council. They need to meet with us and we will make recommendation to city council. Hope to meet on site to learn of their plans. Thoughts? Concerns? Let us know.


Poor Brook water quality. Working with DEP and the City.


KFC expects to start building in May.


The old Walgreens is still under the control of Walgreens. They currently have 3 years left to their lease. Walgreens wants to negotiate a buyout with the property owner. Walgreens is responsible for all upkeep.


576 East St. in Chicopee- license for sale and repair of cycles. Took a look at the proposal and made some suggestions to the Chicopee City Council

Newsletter will be mailed to all East Springfield residential addresses in English and Spanish.


Page Blvd. Business Strip Improvements. Trees, Crosswalk, Sidewalks.


Façade grant info has been provided to all business.


Beautify East Springfield Together clean up project early June. In addition to cleaning up with assist from the Hampden County House of Corrections, we will visit each business with Curb Appeal information. Interesting in helping? Contact@myesnc.com

Meeting Guidelines:

Masks highly recommended, respect for all, one person speak at a time, ask questions but keep statements to a minimum.


Welcome: Good to be back in person. Although we have not had to ability to have in person meetings the board and the team have over the past 2 years continued the work of the council.

Many residents and businesses have actively helped move the mission of protecting, improving and preserving the quality of life in our neighborhood.

Congratulations and thank you to everyone for the extraordinary efforts.


Participation/volunteers are always welcome. Let us know how you can help. We want to hear from you. Issues are important. We are all neighbors working together. We need volunteers. Interested in taking pictures throughout the neighborhood of historic homes and buildings and some people to share their web site, finance, marketing and graphic skills with us. Willing to deliver meeting and event information to some of your neighbors. Assist with the many projects and activities including 3 Movies in the Park, National Night Out on August 2nd. B.E.S.T (Beautify East Springfield Together) Meetings, Technology, office upkeep, Etc.


City services are operating: Call 311 please continue to report appropriate issues. Don’t hesitate to call in and check on the status of reported issues. Street Lights, Plugged Storm Drains, Pot Holes, Graffiti, Etc.


Some Updates:

Bowles Park and East St. intersection. Four Way Stop approved by Traffic Commission. Installed March 14th for a 90 day trial. Please email your comments to contact@myesnc.com Should be reviewed by June 14th


Page Blvd near Bircham St. We have sent a formal request to Traffic Commission for speed limit and road alterations. Awaiting update on traffic study by Pioneer Valley Planning Commission.


St. James Ave. St. James Blvd. and Carew St. intersection project will begin 2023


Check Your Speed Event on April 12th was very successful. Next event planned for St. James Ave at Melville on May 24th.


KFC will start building construction in May or June. Supply chain issues have slowed construction.


Walgreens has moved out. The property owners have told us that Walgreens still has at least 3 years on the lease. In negotiation because Walgreens wants out of the lease.


Plaza pot holes will be filled this week or next per Key Point Partners


E.S. Library celebrated its 90th Anniversary. We continue to work toward significant improvements and an addition (2,000 sq ft) to the building. We will soon see some landscaping and outdoor space improvements funded by the Community Preservation Act.


Council Awareness Grant. We have been awarded a grant to help the neighborhood’s awareness of the Neighborhood Council and how we can assist. A variety of activities and initiatives are in the works. Volunteer to be a part of our implementation team. Looking for several neighbors to host small meet and greet events with 8 to 10 of your neighbors.


Community Preservation Grants have been applied for enhanced funding for the walking path (approved last year) and for fitness equipment for Marshall Roy.


Applied for and received funding (via ARPA) for Page Blvd. Improvements from 500 to 700 Page Blvd. to include about 100 trees, improvements in sidewalks and curbs and a new, pushbutton cross walk. $400,000


City has announced that we (and other neighborhood council and civic associations) will receive $100,000 from ARPA money. We are awaiting guidelines on spending. Once we know we will be looking for suggestions.

City services are operating: Call 311 please continue to report appropriate issues. Don’t be afraid to call in and check on the status of reported issues. Without calling, nothing will change! Streetlights, potholes, excessive noise, graffiti etc.


In person meetings to resume for our April 19th meeting!!!!!


Traffic Bowles Park and East St. intersection. Four Way Stop approved by Traffic Commission. Installed March 14th Currently on a 90 day trial. Need to hear from people who drive East Street as to their feelings regarding the signs. Traffic is backing up in both directions on East Street.


St. James Ave. Carew St. improvements to start Spring of 2023 per the MassDot web site.

Pushing hard for sidewalks on Hobart Street.

Tapley and St. James Avenue improvements to include a roundabout.


Check Your Speed Events will start again April 12th. We need minimum of 7 volunteers to help with each. Most likely Page Blvd by Second Street, from 4:00-5:30. Good opportunity to connect with neighbors. We do have some Check Your Speed lawn signs – let us know if you would like one

We have submitted a grant application for the Page Blvd business strip improvements for trees, curbs, sidewalks etc. We expect to hear soon. Includes trees, sidewalks, curbing and crosswalk improvements.

Also looking for some ZOOM technicians. Looking for 6-8 people willing to host a pop-up event in their neighborhood.
License request for 357 Cottage Street. Applicant Luz Cruz d/b/a K’s Kakes and Banquet Hall. Manager of Record: Phillip Borras (PhillipAnthonyFans@gmail.com) phone 917-7169333. We expect it will be approved by Planning Board and the License Commission approved pending Planning Board approval. Application will then be sent to Boston. City needs to enforce using the proper process for hearing occupations.

Community Preservation Act Grants are due end of March. We will be applying for fitness equipment for Marshall Roy Field. Will go to Park Commission Meeting on Thursday to ask for support. Walking Path project has reached a snag – blamed on COVID- more money needs to be allocated

Marijuana Retail at Corner of Cottage Street and Brookdale will receive host community agreement this week then they will apply for the Special Permit

A variety of activities and initiatives are in the works including neighborhood meet and greets- looking for volunteers to have the event on their front lawn, information in both English and Spanish, activities for school students.

Page Blvd at Bircham St. Traffic Study is not yet complete. We have officially requested to be on the traffic commission agenda with our request for lower speed and some turn lanes on Page near Bircham.


Emergency Preparedness Training. We will get in office and work on a distribution plan. We have a list. (48 to hand out)


Springfield Cultural Art Grant application submitted for 2022. Awaiting award.


Council Awareness grant awarded at $6,028 Need to retweak the budget to eliminate $4,000, most of which is monies that can be reimbursable by CDBG


GSSSI Grant helped with our Covid Vax Event. We still have an unspent balance. Still have monies left to spend, need to get the exact dollar amount


ARPA There are grants available and we will review what we might apply for. Technology assistance and education is the current thought. (may have to the end of 2024)


Page Blvd Tree/improvement project will take place in spring. We hope to get some sidewalks and other street scape improvements included. (meeting next week with Tim Sheehan and Chris Cignoli)


Library expansion (2000 sq ft) that we requested has no progress as of today. We will reach out to Mayor in 2 weeks for follow up on the main items that we requested at the ARPA meeting


311 Page Marijuana establishment did donate 5 turkeys for Thanksgiving and 5 $200.00 allocations to families in East Springfield. Thanks to Pottenger and Bowles for their assist.


Walgreens is closing in February.

Special Permit/change of petitioner for Northstar to Casella (waste company out of Vermont) will go to City Council on January 24th. Hope to have more information by our January 18 meeting


FW Web is requesting an expansion of the Warehouse and Parking (Behind Smith and Wesson)

This is a discussion and work session. Develop as much of a schedule as we can.

-Check Your Speed plan a couple, hope to encourage more participation, maybe done in conjunction with COVID grant

-National Night Out first Tuesday in August

-Neighborhood Meet and Greets – we committed to 6, hope to find neighbors or board members to run pop-ups. If set up on a front lawn or driveway, do not need a permit

-Pop Up Neighborhood/business events

-Outreach to all new property owners and to the neighborhood as a whole
